Looks to be an oil lamp converted to a electric lamp- there is a cutout to the metal that now accommodates a socket. Some minor wear to paint and some over paint from metal base of gold to underside of lamp. The plug has a make shift cover for protection. A pull chain has been added to turn on. This may have been a GWTW lamp but there is no bulb/socket in base. Bulb not included. Lamp base is marked 1012. The lamp was gifted in 1928 as seen on underside of base.
